The movie starts with Commissioner Nagabhushanam who catchs a terrorist organisation with drugs. While moving the witness to court Charan Raj who is one of the terrorists kills the commissioner and the witness. A photographer takes pictures of Charan raj killing them. Some how Charan Raj finds this photographer and kills him, but he does not find the negatives. Vijaykanth is a CBI officer who investigates this murder case. He finds the photographer's purse but there is a lot of mystery attached about the negatives of those pictures because his daugther Shamili keeps those in her teddy bear's pocket. Finally they find the negatives and Vijaykanth kills the villain and closes the action packed movie.
